Lottery platform development services and solutions
Lottery platform modernization
For operators whose legacy lottery system slows every change. We build the modular cloud replacement in stages, then move retail and online through a cutover plan agreed around your draw calendar and operating hours.
Lottery platform build
For concession winners and new verticals without their own technology. We build an end-to-end lottery platform, from the draw engine to the digital channel, on the same foundation of production-proven modules we use in casino platform development.
Omnichannel retail and online
For operators who run retail and online as two separate businesses. We connect them on one wallet, one player account and one Data Hub, so reporting and player data cover both channels.
DevOps and cloud infrastructure
We run what we build: cloud infrastructure with a backup region, automated deployments, monitoring and incident response defined in the contract. Lottery technology providers can also start with an infrastructure audit of a platform they already operate.
Bespoke games and gamification
We build bespoke games such as crash and mini games, from math and game logic to the frontend, alongside missions and progression around your existing games. We scope additional game formats during discovery against your licensing requirements.
AI and data automation
AI and data automation for lottery operations as a separate scope: reporting, reconciliation and operational workflows, with your own data, auditable logic and people in the loop. We define the use case and its safeguards in discovery, before anything reaches production.
Lottery management system:
draws, retail and digital on one platform
Migration planned around live sales
We plan your lottery migration around live ticket sales: data migration, cutover rehearsals and an agreed rollback plan. Discovery establishes how the systems can run in parallel, what access the legacy provider must enable and whether the switch requires a sales pause. You approve the migration schedule around your draw calendar.
Draw engine and draw management
The draw engine runs the game calendar and sales windows, takes in results of lottery draws with double verification and settles the winnings. It covers the lottery formats national operators run: classic draw games, pool games, fixed-odds games, fast draws and raffles. The draw itself stays with your certified draw process.
Online lottery software and mobile apps
Lottery app development for the web and native iOS and Android: ticket purchase, the player account and results. Your online lottery platform runs on the same games, draws and wallet as retail, so a digital lottery channel does not become a second system to reconcile.
One player account and wallet across channels
One player account and one wallet serve retail and online, with bridges between them: a player can top up the wallet at a terminal and buy tickets in the lottery mobile app. The Data Hub keeps sales, payouts and player data on one source of truth for every channel.
Regulatory integrations and reporting
Real-time integrations with the tax authority and the identity registry, built into the platform rather than added before launch. Product configuration, role-based permissions, reporting and settlements sit in one back office. The license and the regulator’s decisions stay with the operator.
Lottery software development process:
from first call to hypercare
Lottery platform modernization: a national network moved in one cutover
The challenge
A national lottery selling through retail terminals and online had to move to a new platform without interrupting ticket sales. Real-time reporting to the tax authority and identity checks against the national registry were hard requirements from day one.
What we built
An omnichannel lottery platform built in three phases: discovery, a build in parallel teams with a shared quality gate, and hypercare. It includes the draw engine with double verification of results, the Data Hub and real-time integrations with the tax authority, on cloud infrastructure.
The cutover
The retail network and the entire backend moved to the new lottery system software in a single cutover, prepared through a series of simulated data migrations and rehearsals.
The result
Project in numbers
2,500+ retail terminals Migrated in one cutover, with zero critical incidents.
1.2 million+ transactions a day Measured in the sixth month of production.
99.9% availability Across lottery operations.

FAQ
How do you plan a lottery migration around live ticket sales?
We assess the legacy system, data access and provider dependencies before agreeing how to migrate. The plan covers data reconciliation, parallel running where supported, cutover rehearsals, any required sales pause and a rollback procedure. CrustLab moved more than 2,500 retail terminals of a national lottery to a new platform in one cutover, without critical incidents.
Do you build a complete lottery platform or individual components?
Both. The draw engine, retail software, the digital channel, the player account and wallet, the Data Hub and regulatory integrations can be delivered separately or as one platform. We do not sell an off-the-shelf lottery system: discovery decides what we build, what we integrate from your lottery ecosystem and what stays as it is.
Can retail and online lottery sales share one wallet?
Yes, when the platform is designed for it. One player account and one wallet serve both channels, so a player can top up at a terminal and play online, while one Data Hub keeps sales, payouts and player data consistent. We built retail and online on one wallet and one Data Hub for a national lottery platform in Latin America.
Do you supply lottery terminals or a scratch card system?
No. We do not supply terminals or other retail hardware, we do not build a scratch card system, and we do not set up a retail network end to end. We build the software that runs lottery ticketing and payouts on your terminals and integrate the external scratch card systems you already use.
How does the Discovery Sprint work?
It follows a free consultation and runs at a fixed price. Senior architects review your current system, contracts, integrations and game portfolio, and the sprint ends with an architecture plan, a modernization or migration plan and a game plan. We then propose delivery in stages; whether to proceed stays your decision.
How do we choose between lottery software providers and a lottery software development company?
Focus on the delivery and ownership model rather than the company label. You can license an existing platform, commission bespoke development, or combine reusable components with custom engineering. Compare what you will own when the contract ends, how migration from a live system is handled and which regulatory integrations come with the platform. CrustLab works directly with operators and as the engineering team behind lottery technology providers, which is how we built a national lottery platform in Latin America.
