About the Project

In the global lottery sector, legacy on-premise infrastructure remains a primary barrier to growth. For Tier-1 operators, such technical debt creates a disconnect between physical retail and digital innovation, stalling market entry and limiting network profitability.

 

The provider partnered with CrustLab on a strategic, multi-year initiative to close this gap: developing the core, bespoke PAM system for the platform, a cloud-native lottery platform built on Google Cloud Platform (GCP) for mission-critical scalability. The platform was built from scratch, with no off-the-shelf core, and replaced the incumbent system in a single cutover.

 

The project was driven by a co-ownership model, ensuring that high-performance architecture and long-term strategic goals stayed in sync. The result merged the provider’s regulated-market and lottery domain knowledge with CrustLab’s cloud-native engineering practice.

 

At the centerpiece of this transformation lies a centralized Data Hub that unifies the robust omni-channel experience, ensuring 99.9% uptime under a load of 1.2 million+ daily transactions. The result is a modular, compliance-grade architecture that transforms standard terminals into agile, multi-service hubs and provides a modular technology core ready for redeployment in additional regulated markets.

Migrating 2,500+ physical terminals and the entire backend in one coordinated switchover, with the goal of zero service interruption for the next business day. A series of simulated data migrations was conducted to mitigate the risk of data loss.

The Scope of Work

In a nutshell

The engagement ran across three phases. In Discovery, we mapped the complete lottery lifecycle with provider’s domain experts to define a scalable microservices structure. In Development, parallel international workstreams built the platform core, with CrustLab and the provider co-developing against a shared quality gate. In Platform Sustain, a Hypercare period stabilized live production before steady-state operation.

By embedding a dedicated Architecture Discovery Sprint that translated business needs into executable product architecture, we ensured scalability, compliance, and system integrity were foundational design elements rather than later optimizations. Working hand-in-hand with the provider’s technical leaders, we mapped the complete lottery lifecycle, from ticket purchase and payment processing to draw execution and financial reporting.

This process identified core subdomains and established well-defined service responsibilities with strict data ownership per service. A secure authentication strategy using OAuth2 and Keycloak was designed early to handle the targeted volume of over 1.2 million daily transactions.

Cloud-Native Architectural Design

The technical core of the project involved a total shift away from rigid, on-premise legacy systems toward a modern, cloud-native microservices architecture hosted on Google Cloud Platform (GCP). This decoupled approach was designed for independent scaling and seamless updates of specific modules, such as game engines or payment gateways, without disrupting the entire ecosystem.

The team established a distributed data ownership model, utilizing MongoDB for high-write transactional services and MySQL for structured, aggregated financial reporting. Architectural decisions were validated together with the provider’s technical leadership, producing an enterprise-grade PAM foundation capable of supporting thousands of physical terminals alongside digital traffic.

Backend Development And International Delivery

Given the scope, development was executed through parallel international workstreams involving multiple teams.

The platform was decomposed into domain-aligned services, including the Digital Service for online sales, the Retail Service for POS operations, and a high-precision Draw Engine for winner selection and settlement. Backoffice and risk management modules enabled dynamic adjustments to system operations, including product configurations and commission rules.

To enable holistic business oversight, a centralized Data Hub was engineered to serve as a single source of truth for the omni-channel platform, synchronizing transactions from 2,500 physical terminals with the digital web platform in real time.

Quality Assurance & Standardization

Quality was a shared discipline. We co-established the project-wide testing policy and standards with the provider’s QA teams, aligning on a unified quality gate. A rigorous multi-layered testing culture was embedded into the workflow, including unit, integration, and automated end-to-end scenarios.

Performance and stress testing were prioritized as the cornerstone of the system’s operational integrity. By simulating high-concurrency loads and validating infrastructure limits before go-live, the team significantly reduced production risk for the upcoming migration. This phase validated that wallet operations, bet registrations, and draw processing remained resilient under extreme stress.

The Big Bang Cutover

The defining moment of the project was the “Big Bang” cutover: migrating the entire lottery operation from the legacy system to the new platform. To mitigate risks, we conducted multiple rounds of simulated data migrations and rigorous rehearsals. The switchover was completed with zero critical incidents, with 2,500+ physical terminals migrated to the new platform while maintaining data integrity and service continuity throughout.

Completing this migration cleanly was a rewarding validation of months of meticulous preparation and the deep professional synergy shared between the CrustLab and provider teams.

Operational Resilience

Following launch, the platform entered an intense Hypercare period with 24/7 vigilance as it faced its first real-world load from thousands of concurrent users. We monitored live traffic patterns and system health around the clock using Grafana and MongoDB Atlas to proactively detect and mitigate bottlenecks.

As transaction volumes spiked, the time came to provide real-time performance tuning and micro-adjustments to infrastructure. To optimize response times, we balanced the urgency of live environment optimizations with a stability-first mindset, ensuring no regressions occurred during rapid triage. We also kept a close watch on wallet movements and financial settlements, ensuring that every report the business relied on was a perfect, audit-ready reflection of the live transaction data.

Draw Engine
Built for architectural rigor and high-stakes precision, the draw engine offers precise control over game calendars, sales windows, and result entries. By integrating dual-user result verification with automated scheduling validations, the system ensures that every draw remains consistent and conflict-free with existing schedules.
Product Management Service
Everything product-related at a glance. This module provides centralized management and configuration of insurance products and top-ups, allowing administrators to adjust parameters like commissions and product availability in real-time.
User Management Service
Role-based access for retail tellers and players, run on Keycloak in two separate realms with three custom extensions (OTP, permission checks, email). Every teller session, from login to close-out, is logged for audit.
Statistics & Reporting
Every ticket sale and cancellation, retail or online, is reported to the national tax authority in real time through a direct API integration, and periodic regulatory files are generated automatically. Financial flows run with strict validation, idempotency and full traceability.
